To my knowledge there is no exact way to get inside scoop as you call it on properties coming up. There is no one place where all leases are listed and termination dates updated.
Work with a Realtor, that is your best chance of getting what you need.
A property management company, such as Terra Residential or Bamboo Realty, work with a large number of landlords and properties. These companies will know the dates when their clients' leases are scheduled to expire. You can be the first to know when a property is available, by requesting that your Realtor email you listings that fit your criteria, as soon as they hit the market.
Sometimes agents will send out "Pre-listing" flyers but this is normally for homes that are "for sale". You can also try "craigslist". Sometimes an owner may try to rent the property on their own before listing with an agent and "craigslist" can be a useful tool. If that doesn't work viewing homes the day they come out on the market and making a quick decision. What you liked today, someone could've liked earlier and moved quicker. Hope this helps.
