What year did new home energy efficiency regulation kick in within the Houston area homes.

I think what really matters is the current standard of energy efficiency isn't it? Why do you need to know when the requirements changed? In any case, if you are asking for information on a specific property, the home owner or realtor should be able to guide you on where that articular structure or apartment stands regarding this point. This is changing every year. There are regulations at the federal, state and local levels.

There have been changes and new requirements over several years, there isn't one specific date unless you are referring to a particular aspect of energy efficiency like insulation/windows/SEER ratings.

All homes built after May of 2002 were required to have double pane windows, better insulation and more efficient AC systems. There have been additional code improvements since then, but that was the big one for the greater Houston area.

ENERGY STAR is a U.S. Environmental Protection Agency (EPA) voluntary program that helps businesses and individuals save money and protect our climate through superior energy efficiency.

The ENERGY STAR program was established by EPA in 1992, under the authority of the Clean Air Act Section 103(g)

Because energy efficiency is desirable builders jumped on the pan wagon early as a way of gaining market share. Starting with appliances, insulation, etc.

Double pane windows because common practice in 2006. As of January 2006, the federal government mandates that all new central air conditioning equipment be at least SEER-13. So all new construction was required to upgrade, older homes are required when AC's are replaced.

So as you can see there is no year when these things happen they happen when required or desired and Houston is no different than other city in that regard.

As a little additional information, The city of Houston in January of 2014 tightened up the energy efficiency standards by 5%. Houston's building code for energy efficiency is now 15% above the Texas state standard.
