It is good practice to have homes professionally cleaned upon vacating the home. However, if it is indicated in the LEASE or Purchase Contract, than whoever has agreed to have the home cleaned is liable for that.

Clean carpet is certainly something a tenant should have upon move in. Clean carpet is certainly something a landlord would want a tenant to have upon move in. Maintaining the carpet, while the tenant is residing in the rental property should be the tenants concern unless otherwise stated in the lease agreement which should govern the rental and govern cleaning and the maintenance terms so to speak. Upon leaving a property, if it is not designated in the lease agreement of who is to do what, I would certainly think both parties can do their part. The tenant should make sure to leave the place as they found it. The landlord should want the property and the carpet and everything else in decent order for the next perspective tenant. This is why it is important for these specific items to be addressed in the lease, and also with the conditions form the tenant can fill out at move in and turn in within a few days of moving in to address any preexisting or questionable conditions.

Do you mean steam cleaning carpets? If yes, they are responsible If there is a clause under special provisions of executed lease contract. In general, they are supposed to leave home clean (Review 16 and 10(D) of the lease contract) signed by all parties
