Hire a good Realtor and they can do the leg work and find the best deal that fits your needs.

Very difficult question to answer for several reasons. The biggest reason is that we don't know your price point.
Regarding single family homes, the inner loop has been plenty of demand recently, with appreciation as well in some parts.

Unfortunately no Realtor has a crystal ball to predict what the future holds for any neighborhood.
The best you can do is examine the neighborhood statistics of the past few years to see what its past performance has been.
Our MLS statistical reports go back for years! It is not difficult for a Realtor to assemble an archive report for you so you can see the past trends in any given MLS Area you are considering.
Hire a buyer's agent, sign a Buyer's Representation Agreement, and get started. Home prices are rising, everyday you are inactive costs you money.
