Go the the county taxing authority's website for where the home is located. For example - if it is located in Harris County - go to the HCAD (Harris County Appraisal District) website and type in the address in the appropriate field. It should give you the current owner's address.
One should always contact the city for tax records on that particular address. They are public records so anyone can ask for it. Second it might be a foreclosed home, and the lenders might have had a auction or took over the title to sell it as a Bank Repo" commonly known as REO, Real Estate Owned. Than it might have gone to a REO listing agent like myself to have it cleaned and have done any repairs needed to market it for the best net to the lender. I work with Fannie Mae and HUD properties like those.
If The home is in Foreclosure or Pre-Foreclosure you can Contact an agent that specializes in that field and they may be able to contact the Bank that owns the loan.
In Houston we report abandoned properties to the tax office. See this link, http://www.tax.co.harris.tx.us/property/abandonedproperty.aspx I would think that each County Tax Office has a similar program.
