Jeff was born in Huntsville, graduated from Deer Park High School, and attended Sam Houston State University (1966-1970) majoring in Agribusiness. He has been involved with the Walker County Fair Association since 1981, serving as a vice-president for six years and pro-rodeo chairman for the first nine years of the event.
