Choosing the best possible elementary school is critical to a child’s foundational development. In Texas, public school districts adopt curriculum standards set by the State Board of Education. The current standards, called Texas Essential Knowledge and Skills, outline what students should be able to learn and do in each course or grade. The curriculum is structured around the fundamentals of mathematics, science, social studies, language arts, music and reading.
When we compared Francone Elementary School, which is a part of CYPRESS-FAIRBANKS ISD, with Owens Elementary School, which is a part of CYPRESS-FAIRBANKS ISD, we noted a slight difference in ratings.
Francone Elementary School has a regular student population of 813 with a 13.9 students/teacher ratio while Owens Elementary School has 762 students and a student-teacher ratio of 14 students/teacher ratio.
Francone Elementary School earned a State accountability rating of B (80-89) based on three domains: student achievement, school progress and closing the gaps. Scores are scaled from 0 to 100 to align with letter grades. The school scored 71 in student achievement, 88 in school progress and 77 in closing performance gaps. It scored 85 overall in post-secondary readiness, a broad term that refers to student preparedness to undertake multiple pathways after graduation, or specifically, their preparedness for college education.
On the other hand, Owens Elementary School performed excellent to earn a State accountability rating of A. The school posted 85 in student achievement, 89 in school progress, 92 in closing performance gaps and 90 overall in post-secondary readiness.
A distinction designation acknowledges districts and campuses for outstanding achievement based on the outcomes of several performance indicators. Distinction designations are awarded for achievement in several areas and are based on performance relative to a group of campuses of similar type, size, grade span, and student demographics.
It is in this area where the two schools differ. Francone Elementary School’s only distinction designation is in Science. Owens Elementary School's five out of seven distinctions are in Mathematics, Science, post-secondary, with 25% student progress and 25% closing performance gaps.
Based on Racial/Ethnic Groups, Hispanics comprise the biggest group at Francone Elementary School. They make up for 49.94% of student population, followed by African Americans (38.01%), Whites or Caucasians (5.29%), Two or More Races (3.94%), Asians (2.09%) and Native Americans (0.74%).
The student population at Owens Elementary School is also predominantly by Hispanics at 48.16%, followed by African Americans (27.30%), Whites or Caucasians (14.04%), Asians (6.56%), Two or More Races (2.10%) and Native Americans (1.44%).
Based on household incomes, Francone Elementary School’s economically disadvantaged students is significantly higher at 88.31% compared to 70.87% at Owens Elementary School.
In terms of Limited English Proficiency (LEP), a term used in the United States that refers to a person who is not fluent in the English Language, mainly because it is not their native language, Francone Elementary School has 185 English Language Learners or ELLS or about 22.76% of student population. Owens Elementary School has significantly more ELLs at 220 or about 28.87% of student population.
In addition, Francone Elementary School has 21.89% bilingual students, 0.86% are in the gifted and talented program, while 12.42% are in the special education program. This stacks up against Owens Elementary School with 28.48% bilingual students, 2.76% gifted and talented students and 13.91% students in the special education program.
58 teachers employed at Francone Elementary School have been teaching in the school for an average of about 6.2 years with individual teaching experience averaging 9.1 years. The 54 teachers at Owens Elementary School have been serving the school for an average of 10 years with individual teaching experience averaging 12.3 years.
Of its teaching staff, Francone Elementary School has one teacher only serving the school for over 30 years, has four teachers serving the school for 20-30 years, 13 teachers have worked for 11-20 years, 19 teachers have worked for 6-10 years, while 20 teachers have been serving the school for over 1-5 years, including two beginning teachers. Owens Elementary School has two teachers serving the school for over 30 years, has six teachers serving the school for 20-30 years, 19 teachers have worked for 11-20 years, nine teachers have worked for 6-10 years, while 16 teachers have been serving the school for over 1-5 years, including two beginning teachers.
In both schools, female teachers outnumber the male teachers. At Francone Elementary School there are 54 female teachers and four male teachers. Of its teaching staff, six special education teachers are being assisted by 20 teachers aides or paraprofessionals. In addition to its teaching staff, the school has four staff members in the school administration department and 11 more working as school support staff.
At Owens Elementary School there are 49 female teachers and five male teachers. Of its teaching staff, eight special education teachers are being assisted by 24 teachers aides or paraprofessionals. In addition to its teaching staff, the school has three staff members in the school administration department and ten more working as school support staff.
