River Oaks and Avalon Exempt from Biodegradable Bags

Gary Mangold sent an email to ROPO about a week ago noting that because River Oaks hires a private garbage service, residents are exempt from the city required biodegradable garbage bags. Along the same lines, Jay Barksdale, the Avalon HOA president noted, "According to an email message that I received from Councilmember Pennington's office, [Avalon residents] are exempt from the biodegradable bag requirement." This is great news as these bags shred when the wind blows. Keep up the recycling though!
